This style of jewelry is known as table work after the round table used in the weaving the process is similar to making bobbin lace, where different clusters of strands are weighted down and then crossed in a certain pattern to make different shapes. These patterns were available in the ladies magazines of the time. Women made them at home then took the finished hair work to a jeweler to put the hardware
